Independent evaluation: Hanna Nassif community based settlement upgrading phase II

Following a request from the local community the International Labour Organisation (ILO) initiated the Hanna Hassif Community Based Upgrading Project in 1993 and continued with Phase II, which started in March 1997 and (funding) finished in September 2000. The project took an innovative approach in both its institutional set up and the use of labour-based community contracting and community management in an urban environment. This Independent Evaluation was commissioned by the ILO, to evaluate the project and learn from its successes and failures.
