Methodological Guide for the Participatory Development of a Law on the Status of the Artist
The cultural and creative industries are a major driver of sustainable development, contributing to the social and economic enrichment of society. Artists and cultural professionals not only support the entire value chain, but also play a crucial role in constructing inclusive, pluralistic communities. Yet, cultural practitioners too often find themselves in precarious working conditions due to the lack of an enabling legal environment that recognizes them as professionals.
This methodological guide introduces four concrete steps to elaborate a legal framework on the status of the artist through wide stakeholder participation. The inclusive approach is key to effectively addressing the existing structural issues felt across the value chain. It provides a roadmap for governments to enhance regulations in line with the UNESCO 1980 Recommendation concerning the Status of the Artist and the standards of the International Labour Organization (ILO).
