Rebuilding better coconut economy: Demonstrating an integrated inclusive recovery model from Super Typhoon Rai (Odette) and overlaying crises

The ILO project funded by the Government of Japan provides strategic support and guidance to local governments targeting coconut farmers and the working-age population who are greatly affect by the Super Typhoon Odette.

In response to the devastation by Super Typhoon Rai (Odette), this project has been initiated in partnership with the Ministry of Health, Labour and Welfare of the Government of Japan to support local government units (LGUs) in helping coconut farmers and the working-age population affected by the calamity and concurrent crises.

Through capacity building activities and technical assistance, LGUs will be equipped with the necessary tools and knowledge to successfully implement the ILO’s model.

Additionally, the project aims to explore and capitalize on the potential of other coconut products and by-products, further enhancing economic opportunities for affected farmers.

Through these concerted efforts, the project endeavours to provide sustainable support and revitalization to the coconut industry and can inspire and inform similar efforts in other areas facing comparable challenges.

Outcomes

The project will support the efforts of the Department of Labor and Employment (DOLE) to mainstream decent work into the livelihood recovery framework of the government of the Philippines’ post-disaster response as critical part of the updated Philippine Labor and Employment Plan (PLEP) and the Philippine Development Plan (PDP).

It will create opportunities for employers and workers to engage in social dialogue and contribute to the project implementation as guided by the R205 - Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205).

In order to achieve the above-mentioned goal, the outputs delivered by the project will generate the following outcomes:
  1. Accelerate the Implementation of the COCO CARE rehabilitation plan of Philippine Coconut Authority (PCA) by addressing the imminent bottlenecks.
  2. Support LGU’s Rehabilitation and Recovery Programmes (RRPs)/Programmes Projects Activities (PPAs) with multiple linkages.
  3. Support LGU’s access to relevant programmes funding and coordinated implementation towards an integrated recovery and development of the local economy.
